It doesn't say you must wash 15 times... it just shows how to make ablution to make the 5 daily prayers, or read the Qur'aan. and in an ablution we wash the face 3 times. And there are rulings of what breaks ablution. If your ablution didn't break then you can pray all 5 prayers with one ablution.
that would mean washing the face just with water 3 times. So what you asked is not always true.
